States Strategic Plan

The States Strategic Plan has taken over from the Government Business Plan as the medium-term planning document for the States of Guernsey.

The first States Strategic Plan was approved by the States at the end of October.

The States debated a number of amendments before approving the plan and, as a result, the list of new service developments to be funded in 2010 as printed in the Billet was revised.

The approved list is:

Airport firefighter inquiry £250,000

Safeguarding vulnerable groups £155,000

Improving mental health services £75,000

Child and adolescent intensive outreach service £275,000

Children and young people's plan £108,000

British-Irish Council developments to meet external obligations £125,000

External relations initiatives within the EC £200,000

Employment of lawyers £365,000

Domestic abuse strategy £100,000

Drug and alcohol strategy £50,000

Disability officer £50,000

From now on the States will review the SSP annually and it is currently expected that the 2010 review will take place at the July States meeting.

In the interim, the States Strategic Plan Team led by Deputy Charles Parkinson will be further improving the effectiveness of the plan by:

developing a clear rationale for the future prioritisation of spending on New Service Developments;

asking the States Assembly and Constitutional Committee to consider whether new rules of procedure should be introduced to enable States Members to debate the SSP more effectively;

monitoring and measuring the impact of government policies using Key Performance Indicators (KPIs) and using the Sustainable Guernsey Report as a basis for evaluating the results being achieved through government action.

The SSP is being republished in its approved form and hard copies of the report will be distributed widely to local organisations; schools and the College of FE; and the media as well as to States Departments and Committees.
